| May Budget Update: Success for Oral Health Advocates! The state budget and implementing legislation were overwhelmingly approved by both houses by veto-proof margins. The budget eliminates proposed cuts to adult oral health care. It protects EPSDT standards. It repeals the proposed cuts to HUSKY including: reduced benefits; new premiums for HUSKY A; and increased co-payments for HUSKY A families. The budget repeals the existing $1.50 co-payment on prescription drugs and $2.00 co-payment on medical services for adults in HUSKY A and Medicaid effective July 1, 2004. The implementing legislation also prohibits the state from seeking to block grant (cap) Medicaid funds in exchange for more flexibility in who it provides services to and what benefits it will offer.
